No organization can make changes without sponsorship from top leadership.  Leaders provide stewardship.   It is the duty of leaders to paint a vision and map out a blue print for the future.  Successful companies make decisions based on a set of company values they believe.  Leaders must have the ability to rally people around and motivate people to work as a team.  The nature of team dynamics is such that there will be conflicts and disagreements, thus leaders must build consensus and provide thought leadership.

Smart leaders retain talents because they need creative people to generate new ideas and effective team players to plan, execute and follow through the work.  Leveraging on talents, expanding, managing and retaining the pool of talents are what we expect of a leader.
